I was thinking that with a really small account ($200-$500) I could trade the 07-30 bar the in a similar way billy trades, ie: look for +5, then if price reaches +5 I would close trade #1 and open trade #2 which would be x2 lot size as first trade ...

that's an interesting thought. Instead of Counter Trading and Doubling your lot size, you can wait for the next day and enter on trigger and Double your lot size on this trade.

When you say the "other end is triggered" i'm not sure what you mean. Lets say for example our 04-00 bar was broke going LONG but it failed to reach the +5 pip mark, then it reversed........do you enter your counter trade at the SAME TRIGGER USED ...

I agree with you and I would love to shoot for 1% per Pip. Can you tell me what an appropriate Account size would be to achieve 1% per pip? Does it really matter?
