IC Markets are regulated by ASIC, so not affected by ESMA but still regulated (e.g. segregated clients funds etc.)

Not MT4 but have you had a look at TradeInterceptor? You can choose your timezone (& daily candle closes) to be local, GMT or EST. If you are trading off the Dailies, I'm guessing you'll have plenty of time to check levels with TradeInterceptor then ...
