When trading the Close over on the DPV line, is it worse when the H1 candle that closes over closes over by A LOT of pips. Is it better when the H1 candle closes over by only a couple of pips?

I was looking at my 08-15 template and I just want to make sure I have it correct. The bar we use to get our "range" is the 08-00 M15 bar...........so at 08-15 we start trading..........OR...........is the M15 bar we use to get our "range" the 07-45 ...
