The problem is with the default 'percent' setting. Change the 'percent' setting to a value between .1 and .2 rather than 2.

I think this error is because you do not have 'allow DLL imports' selected. To enable DLLs use the top menu select 'tools / options / expert advisors / allow DLL imports'
