If i remember correctly, Refco futures customers from the regulated onshore entity were made good, Refco FX clients (which was offshore) lost most of the funds. That would be more a case for regulation, rather than against.

I dont think so. Hotspot does publish volume data, but not in realtime. You have to trade futures for reliable traded volume data, but they represent only a small fraction of the overall currency market.
