There is one thing that you need to take into consideration with volumes; on what time of day they occur? The first "touch" is at London session, where volumes are always higher than asian session volumes.

If you look at other USD pairs, you will see how little affect those had on news. This reason with seeing these huge volumes at lowest prices on EU, keeps me thinking that this move was just manipulation by MM's to get more longs before starting ...

EU entered long SCOUT. Based purely on PVSRA. EP 1.3037 SL 1.2970 TP open. Edit: added position at full number EP2 at 1.3009. On chart posted, you can see volumes ricing by huge amount after price got under half number.
