Greek banks themselves hold a lot of Greek sovereign debt which as security against ELA is probably now disqualified. Government is bancrupt, banks are bancrupt,too because of their own exposure alone.

Yes, they can buy sovereign debt but it has to be paid back. ECB finance other governments, means they cannot give a debt relief. They may restructure the debt which they have already done

I very much doubt that Greece has tried everything. And tsipras admitted to that. Although he has to take over the omissions/failures of past governments Syriza has not tried to address very many of Greece's structural and moral problems themselves ...
