No agreement to print Euros yet, so less of them about. Also EZ balance of trade is +ve, so fundamental demand is in favour of the Euro.

QE normally == dollar weakness because all the new dollars flood out of the country to places like South America. Therefore if the market expects that there will be no QE that will help strengthen USD. Ditto for the Euro.
