One of the points of the article is that fiscal austerity should be practised in the good times (paying down government debt) so that there is sufficient latitude for the inevitable bad times.

Simple, some people believe that UJ will fall particularly after such a strong run-up. Also there are downward moves that can be traded, just bear in mind that trading against the trend is high-risk.
