looks like this is approach Apex has take to delay the payout, play mental games with traders. Any firm that plays mental games with traders is not worth in, I think.

yes, seems like it... there are also another set of people, who are mostly affiliates, promoting/selling trading system by charging $500/month to trade these prop firm accounts which is another revenue stream for them.
