I think you can start a thread for a paid indicator as long as you are not personally profiting from its purchase .. but for general discussion of it, I think that is OK. I would like such a thread as I have long been curious about this method.

I used them briefly while trading stocks, but there is a learning curve to interpreting them .. unless someone has simplified it. I know that many people who use them swear by them.
