He is going to take his spread but he shouldn't fine you. And yes, it is often a good idea to close a position yourself if you see the trade going against you.

I have no Idea. I would guess they would not like to divulge that kind of info willingly. I have the idea that some brokers use the CMS servers and some have thier own, but who has what would be difficult to sort out.
