Have you looked at total cost per trade if you would use a Rebate program? That might get you closer to the 0.4pip goal.

Just basic Price action, When the market is ranging my tp is 1/2 - 1/3 of that range, in a breakout I let it run. R/R in a range 1.5:1 R/R in a breakout 2-3:1
