CME currencies. For US residence it is the best option specially if they are not far from it. One of the down side for non US trading on CME is the latency which is around 100+ ms from i.e. London.

Honestly speaking. Non of the MT4 brokers (with last look liquidity) behind them would allow you to do arbitrage if they specially find out that you been able to find a loop hole.
