When you drag the Moving Average indicator onto your chart, you must do it from the Tools tab or it will apply it to close by default. Here is the QQE indicator.

Try using the Chin breakout alert - it's a bit less automated than what you described. It allows you to set alarms at prices of your choice. Lots of dinging.
