I'm not in California, but I would think there are many things that have to happen before considering re-building. For example, the city and all services departments must install new management that can manage professionally; they must be top notch and listen to the tax paying public. Once that happens, then all services, infrastructure, must be in place and thoroughly tested. Only then could they proceed with building, assuming they have the finance, and the desire!

They can install an army of Nobel laureates and they also will be unable to stop massive wildfires. Natural phenomena like fires, floods, hurricanes, and plagues are apolitical. They ignore imaginary divisions and boundaries. Trolls like Musk, Trump, and their propaganda machines will continue to use them to assail "wokeism", though. The US West is in a decades-long drought. These wildfires will continue. The large ones are generally impossible to control.

Just last year, the Smokehouse Creek fire (in red state Texas) burned uncontrollably for weeks, ultimately killing 33 people. I don't remember Musk blaming that one on the "woke virus."

I'd not choose to rebuild it cause no guarantee it'll be safe here in the future.
